REQUEST FOR PROPOSALS
JUVENILE JUSTICE FUNDING
FOR FISCAL YEAR 2008-2009

The Wake County Juvenile Crime Prevention Council (JCPC) and Wake County Human Services (WCHS) seek proposals for community-based programs targeting delinquent youth (ages 10-17), or those at highest risk of juvenile court involvement. Contingent upon funding availability, the Department of Juvenile Justice and Delinquency Prevention will award grants to nonprofit and governmental applicants providing services consistent with the Wake County JCPC annual plan. A 30% local match (in-kind or cash) is required. The NC General Statute (143B-549(b)) states “Juvenile Crime Prevention Councils shall ensure that appropriate intermediate dispositional options are available and shall prioritize funding of intermediate and community level dispositional options.” Proposals that ensure appropriate community-based intermediate dispositions, per legislative mandate, will receive priority.

Wake JCPC Receives Grant to Prevent Gang Violence

On March 31, 2006, Governor Easley announced grants to 15 Juvenile
Prevention Councils to prevent gang violence.  The grants will be
administered at the state level by the NC Department of Juvenile Justice
and Delinquency Prevention (DJJDP), and at the county level by Juvenile
Crime Prevention Councils (JCPCs).  Wake County's JCPC received $184, 538
in funding.

"Studies have shown that gang violence can be curbed if officials, law
enforcement, educators and community leaders work together to combat this
growing problem," Easley said.  The funds are intended to help communities
provide targeted outreach, mentoring, parent support, law enforcement
training, after-school programming, and educational assistance, according
to Easley.

The Wake County JCPC used recommendations from the Wake County Gang
Prevention Partnership Plan as the foundation for recommending services
through this funding.   The Plan addresses prevention, intervention and
suppression, and can be found  at www.wakegov.com/human
services/partnerships/gangprevention/.  Wake's JCPC Gang Prevention
initiative has two partners in this proposal through which services will be
delivered to the community  -  Haven House and El Pueblo.  Haven House will
provide an exercise-based intervention to help prevent or reduce gang
involvement, and El Pueblo will provide culturally competent curricula,
clubs and activities in middle and high schools with high ESL (English as a
Second Language) student populations.

The Wake JCPC is very excited about receiving this funding, and will be
bringing you more information in the future about the results of these
funded programs and others that we fund.
